Assessing the level of digital maturity in higher education: Case study of public universities in Hanoi

Abstract

Digital transformation is an unavoidable trend in higher education globally and in Vietnam. This study evaluates the digital maturity of universities to offer recommendations for advancing the digital transformation process at Vietnamese higher education institutions. We developed a digital maturity assessment framework comprising 7 domains and 40 indicators, derived on a synthesis of prior research in advanced countries and regulations in Vietnam. Data gathered from 225 individuals working at 6 public universities in Hanoi was used to evaluate the level of digital maturity across 7 assessment domains. The research findings indicate that universities have established policies and plans, and have executed digital transformation initiatives at a fundamental to somewhat proficient level. Nonetheless, the “technology transfer and social service” domain have comparatively low score across all six universities. The results of this research suggest implications for the influence of leadership and human resources in promoting digital transformation in Vietnamese public universities.
