Abstract

The Industrial 4.0 has brought about fundamental changes in production processes within the textile and footwear industry, generating urgent demands for workforce upskilling and reskilling. This study investigates the skill readiness and training needs of 700 workers surveyed across several industrial zones in Northern Vietnam. The article focuses on analyzing both technical and digital skills, as well as workers’ access to additional training opportunities. Key findings reveal that the majority of workers possess relatively low to medium levels of skills; digital literacy remains limited, and participation in skill enhancement programs is minimal. Based on the identified skill gaps, the study proposes a localized skill development framework tailored to industrial contexts, aiming to improve worker adaptability to modern manufacturing systems, sustain labor productivity, and narrow existing skill deficits.
