Factors affecting official development assistance into ASIAN developing countries

Abstract

Official development assistance (ODA) is one type of foreign capital flow, which makes significant contributions to developing countries, especially in Asia. For ODA attraction, our paper clarifies key determinants of this flow with the utilization of data from 35 Asian countries for the 1997-2021 period. Our main findings are: (i) Foreign direct investment (FDI) and education level positively affect ODA, while income per capita, infrastructure, and mortality rate negatively impact ODA; (ii) As upper middle-income (the first sub-group) and lower-income (the second sub-group) countries are taken into consideration, FDI/income per capita has a stronger positive/negative influence (respectively) on ODA for the second sub-group. In contrast, infrastructure/education level has a greater negative/positive impact for the first sub-group. The mortality rate negatively affects ODA for the first sub-group but is insignificant for the other.
