Participating in free trade agreements: The challenges of maintaining Vietnam’s independence and autonomy

Abstract

Though the world is witnessing economic-political complicities and most countries are suffering from numerous negative consequences of the COVID-19 pandemic, Vietnam is constantly expanding its international economic cooperation through the signing of free trade agreements (FTAs) with major economies. Participating in FTAs, particularly new-generation FTAs, with high criteria, strong commitments, as well as broad coverage, has provided Vietnam with opportunities and positive results. Moreover, new regulations governing non-commercial issues such as public procurement, sustainable development, labor, and environmental protection included in the new-generation FTAs has presented hurdles for Vietnam, including independence and autonomy. This paper examines Vietnam’s FTA involvement in the new global economic framework, highlighting the beneficial outcomes of the FTAs while also pointing out the challenges associated with retaining independence and autonomy when participating in FTAs. The paper also proposes solutions to effectively execute FTAs Vietnam has participated in.
